When a legendary appears randomly throughout the game without farming it feels really special, and the player should be rewarded for it otherwise finding them wouldn't feel as amazing as it does now. I still think the system now is fine, and farming is just a normal thing in this kind of game. Purples and blues are all still usable in their place, but you're right in why people farm for certain orange rares. That aside, you have a point about them being far better than most other guns. Borderlands guns aren't as balanced as Pokemon.
Legendaries are generally better than anything else, just like in Borderlands, it's just easier to replace them in Pokemon because all Pokemon are good. I disagree about the legendary Pokemon reference.
